This hairstyle was done on dry, stretched hair. Nowadays I try to only work with my hair while it is dry. No important reason, it is just a personal preference. At one time I always twisted my hair while it was wet, but it shrunk like the devil and right now my preference is “stretched out twists.”
This hairstyle can work either way.
